If the following requirement is not met within the first year, the person shall resign their position on the board and a new member be appointed, so as to not cause a problem should the board be called to hear a case.

The Grand Jury met with: The Rabun County Commissioners: Greg James, Jimmy Loudermilk, Catherin Grandberg, Tom Garrison and Will Nichols. Rabun County Superintendent: Matt Arthur. Sheriff: Frank Andrews, County Administrator: Jim Bleckley.

We discussed the need for Drug Court in Rabun County; we have an increasing problems with drugs in our community and schools, both legal and illegal. Drug court helps hold individuals accountable for for their actions; offers mentoring to individuals that otherwise may not get any positive attention and saves the court money by keeping them out of the already overcrowded jails. Habersham County has a drug court already in place and seems to be working great for them; several Jury members went to one of their drug court sessions and were very pleased with the process, Stephens County is also in the process of getting drug court. We feel that Drug Court is something that would greatly benefit our community. Finding the funding for these programs is always a challenging issue, we would like to recommend the Commission diligently try to seek funding and work with the courts to find a way to bring drug court to Rabun County.

Grand Jury members toured the Rabun County Detention Center and found it to be well organized, clean and the staff was extremely knowledgeable about the operations of the facility. All the staff was friendly, well trained and very professional and was able to answer all of our questions. We the Grand Jury would like to reappoint the following persons to the Board of Equalization: William Pettys Jr., John Werkheiser. Both of these individuals are current Board members and have agreed to serve another term if they are appointed to do so. The Grand Jury also would like to make the recommendation that if a new member is appointed to the Board of Equalization that new member shall complete the necessary training and schooling required for this position within the first year of being appointed to the board. If the following requirement is not met within the first year, the person shall resign their position on the board and a new member be appointed, so as to not cause a problem should the board be called to hear a case.

The Grand Jury met with: The Rabun County Commissioners: Greg James, Jimmy Loudermilk, Catherin Grandberg, Tom Garrison and Will Nichols. Rabun County Superintendent: Matt Arthur. Sheriff: Frank Andrews, County Administrator: Jim Bleckley.

We discussed the need for Drug Court in Rabun County; we have an increasing problems with drugs in our community and schools, both legal and illegal. Drug court helps hold individuals accountable for for their actions; offers mentoring to individuals that otherwise may not get any positive attention and saves the court money by keeping them out of the already overcrowded jails. Habersham County has a drug court already in place and seems to be working great for them; several Jury members went to one of their drug court sessions and were very pleased with the process, Stephens County is also in the process of getting drug court. We feel that Drug Court is something that would greatly benefit our community. Finding the funding for these programs is always a challenging issue, we would like to recommend the Commission diligently try to seek funding and work with the courts to find a way to bring drug court to Rabun County.

Grand Jury members toured the Rabun County Detention Center and found it to be well organized, clean and the staff was extremely knowledgeable about the operations of the facility. We were able to tour the complete building including the holding cells, the booking area, dispatch or command center and the area where the inmates are housed. All the staff was friendly, well trained and very professional and was able to answer all of our questions. Grand Jury members toured the former Boggs Mountain animal shelter: We were given a full tour of the facility and were given a brief summary of the former operations. The building was in great shape; very clean and fairly organized, considering it has been vacant for some time. We were told of the new tenants that are trying to reopen the facility and are in the process of getting things done to make it happen. We would like to make a recommendation that the county continue to work with the new staff and do what they can to make it a better shelter for the community.
