NOTICE OF INCORPORATION

Notice is given that articles of incorporation that will incorporate Brighter Building Concepts Incorporated have been delivered to the Secretary of State for filing in accordance with the Georgia Business Corporation Code. The initial registered office of the corporation is located at 48 Ivy Trail, Rabun Gap, Georgia 30568 and its initial registered agent at such address is Stephen Wayne Warren.

NOTICE

On October 13, 2011 the Rabun County Supervisor of Elections will be conducting the public Logic and Accuracy test involving the AccuVote TS units to be used in the Absentee precinct (Georgia DRE rule 183-1-12-.02) for the City of Dillard and the City of Clayton General/Special Election to be held on November 8, 2011. Also on October 13, 2011 (Georgia DRE rule 183-1-12-.02; 183-1-12-.07) the Supervisor of Elections will be conducting the public Logic and Accuracy test involving the AccuVote TS units, Express Poll units and the Bar Code Scanners to be used on election day, for the City of Dillard and the City of Clayton General/Special Election to be held on November 8, 2011. On these days, preparation and testing will commence at 5:30 p.m. in Suite 201 of the Rabun County Board of Elections and Registration Office located at 19 Jo Dotson Circle Clayton, Georgia 30525 and shall continue until such preparation and testing is complete. This preparation and testing is open to the public for observation.

NOTICE OF SPECIAL ELECTION

A special election will be held on November 8, 2011 for the purpose of placing before the City of Clayton registered voters the question as to the sale of alcoholic beverages for consumption on the premises on Sundays from 12:30 p.m. until 12:00 midnight in any licensed establishment which derives at least 50 percent of its total annual gross sales from the sale of prepared meals or food in all of the combined retail outlets of the individual establishment where food is served and in any licensed establishment which derives at least 50 percent of its total annual gross income from the rental of rooms for overnight lodging. YOU WILL VOTE “YES” OR “NO” ON THE FOLLOWING QUESTION: [ ] YES [ ] NO Shall the governing authority of the City of Clayton be authorized to permit and regulate Sunday sales of distilled spirits or alcoholic beverages for beverage purposes by the drink?” Copies of this resolution are on file in the office of the Superintendent of Elections located at 19 Jo Dotson Circle, Suite 201 in Clayton Georgia for further inspection. Absentee ballots will be available at the voter registrar’s office, 19 Jo Dotson Circle, Suite 201 in Clayton, Georgia upon receipt from the printer. Early/Advance voting will be held at the Board of Elections & Registration office located at 19 Jo Dotson Circle, Suite 201 Clayton Georgia 30525 from October 18, 2011 thru November 4, 2011 8:30 am to 5:00 pm each day.
